He was born on February 12, 1954, in Le Havre, France. He is married and has four children.

He studied Politics and Social Science at the Catholic University in Quito, Ecuador. He obtained a Diploma in International Economics in the Foreign Service Program of the Oxford University in England, U.K., and received a Master Degree in Public Administration in John F. Kennedy School of Government in Harvard Kennedy School.

Before coming to Japan, he served as Coordinator of Foreign Policy, Advisor of the Minister of Foreign Affairs, and General Director of the Diplomatic Academy. Besides his distinguished career, he was also advisor of Foreign Affairs of the President of the Congress, Vice President of the Republic, Secretary of Planning, and Minister of Labor.
He also represented Ecuador in various meetings of International Organizations such as UN, CAN, SELA, UNESCO, PNUD, among others. He has being appointed to various Ecuadorian diplomatic missions such as: United Nations, Geneva and New York, Venezuela, Spain, Peru and ex-Soviet Union.
His mother language is Spanish, and he is fluent in French, English, Portuguese and Italian.
